License Plates: The Appropriations Committee approved a bill (AB 1786) by Assemblyman Tom Bates (D-Oakland) to set up a new artistic-design license plate program. Parental Consent: The Appropriations Committee voted to delay action on a bill (AB 2274) by Assemblyman Robert Frazee (R-Carlsbad) to require a pregnant minor female to receive parental consent or obtain a court order before having an abortion. A 10-0 vote sent the bill to the so-called “suspense file” to compete with other spending bills for approval at a later date. The state Judicial Council has estimated the measure would cost $1.2 million a year in court costs, a figure that is disputed by the its author.
