Salvadoran President Jose Napoleon Duarte will confer with President Reagan in Washington next month, the White House announced in Santa Barbara. Spokesman Marlin Fitzwater said Duarte accepted Reagan’s invitation to make a state visit Oct. 14. The Salvadoran leader is one of the signatories of a Central American peace agreement reached Aug. 7. That agreement, also signed by the leaders of Nicaragua, Costa Rica, Guatemala and Honduras, calls for a cease-fire in regional conflicts by Nov. 7, the termination of outside aid to insurgents, amnesty for rebels and political reforms.
