Dukakis Unveils Plan to Boost Education

AMES, Iowa —
Democratic presidential candidate Michael S. Dukakis, saying nothing is more important to him than education, unveiled an education program Friday that includes a $250 million teacher scholarship fund.
Dukakis, in a speech to 400 people at Iowa State University, also called for the establishment of a national trust fund, similar to Social Security, to enable parents to set aside part of their income to guarantee payment of tuition expenses for their children.
