A tropical depression dropped at least 8 inches of rain and caused flooding along major waterways in Pennsylvania, drowning a youth and chasing nearly 200 residents from their homes. The storm then moved north to swamp roads and wash out bridges in New York state. An inch of rain fell in Albany, N.Y., and in Houlton and Eastport, Me. Roads were flooded near Phoenicia and Monticello, N.Y.
