James F. Hurley has been elected senior vice president of corporate communications of CalFed Inc., Los Angeles. Hurley is a national director of the National Investor Relations Institute, a member of the Public Relations Society of America and the International Assn. of Business Communicators.

Robert Allen Reed has been appointed chief operating officer of H. C. T. Inc., a Los Angeles developer of office, hotel, commercial and multiple residential facilities. Reed will be responsible for corporate administration and project planning and management.

David H. Paynter has been named president and chief operating officer of Arnold-Pacific Properties Inc., Tustin. Paynter, formerly executive vice president in charge of the development group, will assume responsibility for the firm’s two affiliated companies, A. H. L. Construction Inc. and Arnold-Pacific Management Inc.
