David S. Samuels, president and chief executive officer of State of the Art Inc., has been elected to the additional position of chairman. Samuels, who joined the company as president in 1985, succeeds David W. Hanna, who left State of the Art for another position but remains a director.

The privately held software developer also said it has completed the move of its headquarters to a new location in Costa Mesa. The 23,000-square-foot building represents a threefold increase in space.
