Nursing Homes: AB 2047 by Assemblyman Richard Katz (D-Sepulveda) requires nursing homes to replace patients’ stolen or lost personal property unless the operators can prove they took specific steps to properly protect it.

Crimes: SB 738 by Sen. Ed Davis (R-Valencia) increases the penalty assessment imposed on court fines. Requires that $2 of every $7 assessed be placed in the state’s dwindling crime victim restitution fund, thereby raising an estimated $30 million a year.

Speeding Trucks: SB 556 by Sen. John Seymour (R-Anaheim) increases the maximum fine for speeding truckers from $200 to $300 for second or subsequent court convictions.

Prisons: SB 279 by Sen. Robert Presley (D-Riverside) sets up a commission to conduct a study of alternatives and make recommendations on what to do about reducing the state’s mushrooming prison population without sacrificing public safety.

Schools: AB 1700 by Speaker Pro Tem Mike Roos (D-Los Angeles) provides incentives to build multistory urban schools to minimize the need for condemning residential property.

Films: AB 1375 by Assembly Speaker Pro Tem Mike Roos (D-Los Angeles) requires the state to prepare school films on the Japanese-American internment during World War II and the Armenian genocide.

Vietnam Memorial: AB 992 by Assembly majority floor leader Thomas M. Hannigan (D-Fairfield) allows state income tax refund checkoff donations to help build a Vietnam War Memorial in Capitol Park. The governor has indicated that he believes the saturation point for worthy charitable checkoffs has been reached with this bill.

‘Human Corps’: AB 1820 by Assemblyman John Vasconcellos (D-Santa Clara) sets up a “human corps” to encourage college students to get involved in volunteer public service work for credit. The governor deleted a proposed $240,000 appropriation for the bill, saying he deemed it to be unnecessary. Bill That Became Law Without Governor’s Signature:

High-Speed Train: AB 1839 by Katz creates a commission to study the feasibility of construction and operation of a so-called “gamblers’ special” high-speed train to run between Southern California and Las Vegas.
