China, Soviet Meet to Normalize Relations
China and the Soviet Union met Tuesday for the 11th time in five years to try to sort out differences and normalize political relations that have been strained for decades.
As in the previous 10 sessions, held alternately in Moscow and Beijing, there were few prospects for a breakthrough, although the full range of issues that divide the two Communist powers was expected to be on the table.
Topics being discussed included Soviet support for Vietnam’s nine-year occupation of Cambodia, the presence of an estimated 115,000 Soviet troops in Afghanistan and the estimated 600,000 Soviet troops concentrated along the 4,650-mile Chinese-Soviet border.
