GOP Outrage Over Wright Tactics Puts House in Confusion

Republican bitterness over Speaker Jim Wright’s tactics in winning one-vote passage of a $23-billion deficit reduction bill threw the House into parliamentary confusion today, forcing an unusual Saturday session.

Unable to muster a quorum to vote on the normally routine approval of the journal of the previous day’s actions, leaders adjourned the House to meet again Saturday, when they will attempt another vote. No other legislative business was planned.

Rep. Robert S. Walker (R-Pa.) described the situation on the House floor today as one of “confusion and anarchy.” He said the impasse was prompted by the leadership’s conduct during debate Thursday on the package of taxes and spending cuts aimed at curbing the deficit, and he accused the Democratic majority of violating House rules.
