A Special Election Preview : North County : Cypress Voters Focus on Greenbelt Initiative

What started as a dispute over the closing of a Cypress golf course has produced a measure on Tuesday’s ballot that, if passed, would put to a public vote any proposed development on land zoned for public or semi-public use in the city.

Measure D, the Cypress Greenbelt Preservation and Open Space Initiative, has already prompted several legal challenges, as well as heated debate among city officials, business owners and preservationists, with charges of misleading campaign statements leveled at both sides.

Hollywood Park Realty, which owns the Los Alamitos Golf Course, filed a $125-million federal lawsuit against the city last Tuesday, charging that city officials violated its rights by rescinding approval of a zoning change that would have allowed development of a business park on the site of the course.

If passed, Measure D would affect more than 600 acres of land zoned for public or semi-public uses, including public school property, city buildings, Forest Lawn Cemetery and the Los Alamitos Race Track and golf course, owned by Hollywood Park Realty.

Also on the north county ballot Tuesday, five candidates are vying for two council seats in Buena Park. At issue in the small, tourist-oriented city is the direction growth and development are to take.

The city imposed a moratorium on development along a mostly commercial-entertainment stretch of Beach Boulevard to provide time to draw up a comprehensive plan for future development. But the recently approved Entertainment Corridor Plan has been attacked as too vague and lacking in direction.

School board races are on the ballot in the Anaheim Union High School District, the Anaheim City School District, the Fullerton School District and the Yorba Linda School District.

In Yorba Linda, only two candidates are still in the school board race, even though three names will appear on the ballot. Rodney Shipman has announced his withdrawal from the race.

The two remaining candidates, Karin M. Freeman and Quentin P. Goodman, might find themselves out of a job within a year if a proposed merger of the Yorba Linda and Placentia Unified districts succeeds, as expected. If the merger takes place, the Yorba Linda district will select two trustees to serve on the Placentia board until the November, 1988, election, when it would revert to a five-member board. Both candidates support the merger.

The Fullerton School District is faced with how to resolve a more than $700,000 funding shortfall at its three junior high schools. The board has been forced to siphon money from elementary

schools to finance many junior high programs.

Three challengers and an incumbent are vying for two seats on the Fullerton board.

In the Anaheim Union High School District race, two incumbents and two challengers are battling it out for two seats, while in the Anaheim City School District race two incumbents and one challenger are vying for two positions.

Restricting Zoning Changes, Measure D

Shall the ordinance (a) which prohibits any amendment of the PS (Public and Semi-Public) Zone of the City of Cypress to allow or permit any land use whatsoever, other than those permitted in said zone at the time of enactment of this ordinance or July 31, 1987, unless such amendment is approved by a majority of voters voting thereon at a municipal election; and (b) which prohibits any amendment of the General Plan which is inconsistent with subparagraph (a) hereinabove as regards the PS Zone; and (c) which revokes any amendment of the General Plan after July 1, 1986 with regard to the PS Zone, be adopted? Special Tax for Police Protection, Measure G

Shall an Ordinance be adopted levying a special tax on parcels of property in the City of Stanton on the basis of $24 per fiscal year per parcel containing a single-family residential unit (including condominium units); $24 per fiscal year for each residential unit in a multiple dwelling; $18 per fiscal year for each mobile home site; $300 per fiscal year for each acre or part thereof of a parcel containing commercial and/or industrial improvements; and $75 per fiscal year for each acre or part thereof of a parcel of vacant land, for the purpose of providing for Police Protection Services?
