Soviet troops have secretly set up a military base in the Seychelles to provide a personal guard for President France Albert Rene and extra security for the Soviet Embassy there, the Sunday Times of London reported. The newspaper, quoting unidentified U.S. intelligence sources, said a force of about 50 landed on the Indian Ocean islands in October, 1986, from a Soviet ship. A month earlier, Rene’s Marxist government foiled an alleged plot to assassinate him, the paper said. The weekly quoted the sources as saying that Rene asked the Soviets for help.
