The House approved the first authorization bill for housing programs since 1980, voting 391 to 1 to provide $30.6 billion over the next two years for major housing and community development. The compromise bill provides $15 billion for the fiscal year that ends Sept. 30, 1988, and $15.64 billion for fiscal 1989. The White House opposes the $15-billion yearly level and is threatening a veto. The measure, which must be approved by the Senate, would keep current spending levels for most housing and development activities.
