CP National Corp., a telecommunications company headquartered in San Francisco, has named Thomas F. Mulvaney vice president and general counsel. Mulvaney, 38, previously was vice president-administration for the CP National electronics subsidiary, Ocean Technology Inc., based in Burbank.
