Local News in Brief : Bill Trickles Down to Laffer

Arthur B. Laffer, the economist and unsuccessful Republican U.S. Senate aspirant, was ordered Thursday to pay $622 to a Rolling Hills Estates couple for repairs he allegedly failed to make when he sold them a four-bedroom home a year ago.

Joy and Stephen Zapp said they bought the $445,000 house with the understanding that Laffer would pay for several minor improvements after they moved in, including fixing a leaky roof, trimming a tree and repairing a fence.

Laffer, 47, told Judge Pro Tem Alan Stamm in South Bay Municipal Court that he made all the required repairs except for installation of an earthquake restraining strap on a water heater. He said he should owe a maximum of $110. Stamm disagreed, giving Laffer 20 days to pay the judgment or file an appeal.
