Sen. Alan Cranston (D-Calif.) joined efforts to promote a $5-billion miniature Marshall Plan as a means of advancing democracy and protecting U.S. strategic interests in the Philippines. Solarz (D-N.Y.), Cranston told President Reagan that economic problems place the Philippines at a “critical juncture” for the future of democracy.
