Sen. Alan Cranston (D-Calif.) joined efforts to promote a $5-billion miniature Marshall Plan as a means of advancing democracy and protecting U.S. strategic interests in the Philippines. Together with Sen. Richard G. Lugar (R-Ind.) and Rep. Stephen J. Solarz (D-N.Y.), Cranston told President Reagan that economic problems place the Philippines at a “critical juncture” for the future of democracy. They said the United States should follow the example of its Marshall Plan for the reconstruction of Europe after World War II and lead an international effort to raise $1 billion annually for the Philippines for five years.
