U.N. Secretary General Javier Perez de Cuellar met in New York with a high-level Iranian delegation to open long-delayed talks on ending the seven-year-old Iran-Iraq War. The U.N. chief met for about 90 minutes with Iranian Deputy Foreign Minister Mohammed Larijani and his aides. Neither side made any comment on the talks that Perez de Cuellar, acting under a mandate from the Security Council, called more than a month ago to put into effect the council’s unanimous call July 20 for an immediate cease-fire. Perez de Cuellar has scheduled similar meetings next week with Iraqi Foreign Minister Tarik Aziz.
