On Monday, the Seal Beach City Council will consider whether to adopt the slow-growth Spring initiative or call for an election. Spring, or Seal Beach Preservation Initiative Group, successfully qualified the referendum by gathering signatures from 10% of city’s 19,000-plus registered voters.

The initiative would rezone as parkland the Zoeter School site that the city has recently bought, blocking development on the lucrative land. It also would preserve for parkland 70% of the beachfront property owned by the Los Angeles Department of Water and Power and force new businesses to comply with strict parking rules.

If the City Council does not adopt the initiative it could instead vote to put it on the ballot at the city’s regular March 29, 1988, election.
