Local News in Brief : High Bidder Prevails

Governments generally award work contracts to the lowest bidder, but in an unusual move the Palos Verdes Estates City Council on Tuesday approved the highest bid submitted for the design of three storm drains.

Sikend Engineering’s bid of $85,600 was nearly $20,000 more than the lowest bid from Civic Engineering. But Assistant City Engineer Rusty Reed convinced the council that Sikend, with which the city has worked in the past, should get the job because of its experience in dealing with the county flood control district, which must approve the drains before it will assume maintenance of them.

“It’s important to have a firm with the most experience with flood control,” Reed said.
