Complaining of unfair trade practices abroad, California kiwi growers asked the federal government to investigate and remedy the conditions through either the General Agreement on Tariffs and Trade or bilaterally with each country involved. Mark Houston, president of the California Kiwifruit Commission, complained that “subsidized” foreign competition deprives U.S. producers from export sales, which consume about half the crop, virtually all of which is grown in California. Houston cited the European Common Market as chief offender.
