Kenya and Uganda began moves to normalize relations after two days of border clashes that left at least four people dead and thousands displaced. Both countries issued statements calling for an end to the clashes, but the border remained closed. Uganda’s ambassador in Nairobi, Charles Katungi, said he is seeking an appointment with Kenyan authorities to present his government’s demands for normalizing relations. He said Kenya is making similar moves in Kampala. Each country blames the other for the fighting, which erupted Monday at the main border town of Busia.
