Smaller planes are not getting back seat treatment at the nation’s 12,000 airports.

At larger city airports, general aviation planes are taxied to special service centers called Fixed Base Operations (FBOs). At smaller airports, the entire facility is often considered an FBO where all planes get relatively the same service.

Phillips 66 says it runs more than 750 FBOs that provide fuel and maintenance for planes as well as services to the pilot and passengers.
