The planned February restart of the troubled Rancho Seco nuclear power plant may be delayed by a generator problem that stopped an important test as well as concerns over plant procedures, officials in Sacramento said. Spokesman Greg Cook of the Nuclear Regulatory Commission said it is undetermined how long the generator problem might delay its return to operation. Victor Stello Jr., NRC executive director of operations, said the agency is troubled by the Sacramento Municipal Utility District’s “preoccupation with completing plant readiness, thereby inhibiting a needed focus on operations.”
