1 Million OK Hike in State Spending Limit

More then 1 million Californians have signed an initiative to ease the limits on the growth of state spending that were set by tax crusader Paul Gann’s Proposition 4 in 1979, Supt. of Public Instruction Bill Honig said in Sacramento on Thursday.

The proposed state Constitution amendment is expected to be on next year’s primary ballot, Honig said. Any constitutional amendment now requires 595,485 signatures to get on the ballot.

Honig said the measure would not affect Proposition 13, the property tax limitation promoted by Gann and the late Howard Jarvis.
