U.S. officials planned to begin proceedings to deport 58 Haitian immigrants who tested positive for the AIDS virus during the first month of screening for the infection. The applicants were tested in December under the Cuban-Haitian Adjustment Program, which offers residency to qualifying Cubans and Haitians who came to the United States before 1982. All prospective immigrants must take an AIDS test before submitting applications. Perry Rivkind, district director of the Immigration and Naturalization Service, said in Miami that the immigrants could stay in the United States for years after exclusion proceedings begin. A positive AIDS test makes the applicant immediately ineligible for the adjustment program, said INS spokesman Duke Austin.
