Palm Springs Mayor Frank Bogart officiated at a dedication Wednesday for a new $150-million entertainment and recreational complex on 9.7 acres in the center of the desert resort. The centerpiece of the multi-purpose facility, called Festival Plaza, will be the 3,000-seat Palm Springs Performing Arts Center, according to Barbara Foster, president of the nonprofit group that is coordinating the project with the P.S. Development Co. The developer is buying the land for $2 million from the city, Foster said. Targeted for completion by the fall of 1990, the complex will also house a 700-seat community theater, 300 hotel rooms, 38 condominiums, seven restaurants and other commercial outlets. It will be next to the city’s convention center, which opens today, and to a new hotel.
