The Administration has decided to name Stephen Read Hanmer as head of the U.S. strategic arms negotiating team in Geneva, State Department and Pentagon sources said. Hanmer, 54, has served as deputy negotiator to Ambassador Ronald F. Lehman, who has been nominated as assistant secretary of defense for international security affairs. Hanmer has dealt with arms control issues over the last 10 years. He is a graduate of Virginia Military Institute and the University of Southern California. The talks on strategic arms reductions are expected to resume in Geneva next week.
