The Bonneville Power Administration said it will bring lawsuits to find out if it can legally terminate two partially built nuclear power plants without triggering a $3.7-billion bond default. BPA Administrator James Jura said the suits would clarify several legal issues relating to Washington Public Power Supply System nuclear projects 1 and 3, including whether they could be refinanced at lower interest rates, which would mean lower power rates to Northwest utility customers. Termination of two other WPPSS nuclear plants in 1980 triggered a $2.25-billion default, the largest municipal bound failure in U.S. history.
