Brown Papers: Passed and sent to the Senate on a 47-20 vote a bill (AB 1767) by Assemblyman Pat Nolan (R-Glendale) to let former Gov. Jerry Brown donate some of his personal notes and correspondence to USC.

Small Claims Court: Passed and sent to the Senate on a 72-3 vote a bill (AB 1913) by Assemblyman Elihu M. Harris (D-Oakland) to increase the monetary jurisdiction of small claims courts from $1,500 to $2,500 in most cases.

Fishing Licenses: Passed and sent to the Senate on a 46-26 vote a bill (AB 212) by Assemblyman Gary A. Condit (D-Ceres) to give free fishing licenses to people 62 years of age and older.

Governor’s Mansion: Passed and sent to the Senate on a 68-5 vote a bill (AB 2164) by Assemblyman Tom McClintock (R-Thousand Oaks) to set up a special commission to choose a site and develop a new state governor’s mansion.

Wrestling: Passed and sent to the Senate on a 60-7 vote a bill (AB 529) by Assemblyman Richard E. Floyd (D-Hawthorne) to end state regulation of professional wrestling. The bill’s sponsor claims it is entertainment instead of a sport. Senate Committee Action:

Health Insurance: The Senate Appropriations Committee approved a bill (SB 6) by Sen. Alan Robbins (D-Van Nuys) to create a health insurance program pool to provide coverage for persons who cannot obtain it from other sources for medical reasons. An 8-0 vote sent the bill to the Senate floor. Bill Introductions:

Lobbying: SB 1820 by Sen. Milton Marks (D-San Francisco) would prohibit former state officials, legislators, or legislative staff members from lobbying their former colleagues for one year after leaving their posts.

Space Academy: SB 1810 by Sen. Art Torres (D-Los Angeles) would appropriate $5 million to establish a California Space Academy and Air and Space Center in conjunction with the National Aeronautics and Space Administration’s Ames Research Center in Mountain View for educational and entertainment purposes.
