Budget Perils ICC, Amtrak
Budget Director James C. Miller III said today that President Reagan’s new budget will renew proposals for abolishing the Interstate Commerce Commission and selling Amtrak, two recommendations ignored last year by Congress.
“The President thinks the ICC has lived its useful life and it’s time now to rely on market forces,” Miller told a conference on transportation issues. Miller also said three segments of Amtrak, the government-subsidized rail passenger network, could be profitably run by the private sector: the Northeast and West Coast corridors and “a hub-and-spoke system out of Chicago.” Reagan is expected to submit his $1.1-trillion budget for fiscal 1989 to Congress on Feb. 18.
