Since the U.S. is unable to solve the housing crisis for the homeless and the working poor, I suggest that President Reagan ask Gorbachev to put this question on the agenda of the next summit conference: How has the Soviet Union managed to build thousands of apartment units in view of its higher military budget?

Two years ago I toured the Soviet Union for three weeks and one week in Czechoslovakia. I photographed hundreds of 10-12 story apartment buildings in both countries. With an average salary of about 250 rubles per month, only six rubles are paid for rent, including utilities. It is a marvel to see how they have managed to rebuild an almost devastated country since World War II.

How are they able to afford to house their citizens and we, the wealthiest nation, cannot?
