The three civilian crew members of a munitions train that ran over anti-war protester Brian Willson have been ordered to appear at a Navy hearing to determine whether disciplinary action should be taken against them. They were informed by letter of the hearing, set Tuesday at the Concord Naval Weapons Station. It will be presided over by Capt. J. D. Miceli of the Naval Sea System Command, officials said. The train struck Willson outside the Navy base Sept. 1 during a protest over U.S. involvement in Central America. Willson, a Vietnam veteran, lost the lower part of both legs. The Contra Costa County district attorney’s office ruled that it was an accident, and no criminal charges were filed. The three are engineer David Humiston of Antioch, conductor Ralph Dawson of Vallejo and brakeman Robert Mayfield of Vacaville. Authorities said they are off work and under the care of a psychologist for post-traumatic stress syndrome.
