Philippine troops and protesters claiming election fraud battled for the second day at the Muntinlupa town hall just outside Manila as officials tried to count votes from last month’s balloting. Witnesses said at least two people were injured and a dozen taken into custody. Earlier, balloting was disrupted as voters in several southern towns tried to participate in postponed elections. About 3,000 Muslim gunmen firing into the air frightened off would-be voters in Pagayawan, Masiu and Tamparan, Brig. Gen. Jesus Hermosa said.
