Kissinger predicts that future disarmament agreements will now be exacerbated because by the year 2000 there will be five power centers in the world instead of two. He says also that “modern technology drives the superpowers toward coexistence.”

I’m surprised that Kissinger’s logic did not lead him to the only viable solution: a federation of nations with laws to prevent international conflicts and with the means to enforce these laws. Our Congress has taken an important step in this direction with the passage of a joint House-Senate resolution recently signed into law by President Reagan. The resolution creates a commission to investigate reforms to strengthen the United Nations.

Does not any agreement, even the Reykjavik agreement, move us toward world peace?
