The Soviet Union permitted 722 Jews to emigrate in January, a decrease for the third consecutive month and evidence of a “post-summit tightening” of emigration restrictions, a Jewish American group said in Washington. The National Conference on Soviet Jewry said January’s figure compares to 899 Jews allowed to depart in December. Jewish emigration was one of the issues President Reagan raised with Soviet leader Mikhail S. Gorbachev at their summit in Washington on Dec. 8-10. The group blamed the decline in emigration on implementation of a rule limiting exit visas to people seeking family reunification.
