Deputy Secretary of State John C. Whitehead criticized Romania for human rights abuses and said he was disappointed when Romanian President Nicolae Ceausescu made it clear that he did not want to discuss the issue. The U.S. envoy made the unusually sharp remarks in Bucharest, the Romanian capital, before he left for Czechoslovakia. That country is the last stop of Whitehead’s four-nation East European tour. He earlier visited Poland and Bulgaria. Whitehead also said that Ceausescu seemed to resent the mention of human rights issues during their nearly three hours of talks.
