Police Official Slain

MADRID —
A Madrid police commissioner was shot to death Wednesday in a telephone booth by three attackers who apparently tried to rob him, police said. The attackers fled after the shooting, and police said they did not suspect political or terrorist motives in the killing of Gregorio Garcia, 57.
