Jeffrey J. Evans has been named vice president/construction manager with Maguire Thomas Partners, Los Angeles. Evans will oversee the general contractor and manage architectural and engineering consultants for the firm’s Plaza Las Fuentes project in Pasadena.

Jana L. Turner has joined IDM Properties Corp., Long Beach, as vice president/leasing. Turner will be responsible for all office and retail leasing activities. Ronald E. Winkler has been named project manager for IDM Development Corp., Long Beach.

Dunphy Construction, San Diego, has announced the promotion of George Moreau to executive vice president and chief operating officer. Moreau served as vice president of construction operations for the firm, which is involved in commercial, industrial and institutional projects in Southern California.

T. Patrick Smith, former president of Watt, Smith & Associates, Irvine, has been named president of Irvine Pacific, the residential development division of the Irvine Co. Smith succeeds Roland Osgood who was promoted to president of the firm’s Land Development Group.

Gregory D. Bruhn has been named senior vice president of Union Bank’s real estate loan administration department. Bruhn previously served as vice president and area loan administrator for the firm’s affiliate, Standard Chartered Bank/Chicago.

Steven A. Ruef has joined Welton Becket Associates as a project director. Ruef, most recently an associate and project manager at Harwood K. Smith & Partners in Dallas, where his responsibility included hotels and low- and high-rise office projects, is a member of the American Institute of Architects.

The Buie Corp., San Diego, has appointed James Resney director of development in charge of the firm’s planned adult-oriented country club community in Rancho California. Resney will oversee all aspects of the project, including planning, processing, approvals and land development.
