A federal appeals court stayed a lower court decision that would have cleared the way for a merger creating the nation’s largest glass container company. The U.S. Court of Appeals said the stay, which keeps the proposed merger between Owens-Illinois Inc. and Brockway Inc. on hold, remains in effect until further notice. The Federal Trade Commission had asked the appeals court to extend until Tuesday a restraining order blocking the merger until the agency could decide whether to appeal a ruling by a U.S. District Court judge that the FTC had not proven the deal would harm competition.
