Albania indicated a willingness to cooperate with its Balkan neighbors at the first meeting of Balkan foreign ministers since World War II. The conference, expected to focus on the possibility of stepping up regional economic cooperation, marked Albania’s first appearance at a regional forum after a decade of refusing to attend lower-level meetings. “Development of relations with neighboring countries constitutes one of the priorities of the foreign policy” of Albania, Foreign Affairs Minister Reis Malile told the conference in Belgrade, Yugoslavia. Relations between Greece, Turkey, Bulgaria, Romania, Yugoslavia and Albania are strained by longstanding quarrels over ethnic minorities.
