The general manager of the public utility that owns the troubled Rancho Seco nuclear power plant advised its directors early today to shut it down permanently.

“We’re recommending the Ranch be closed and that we purchase power,” Richard Byrne said after a six-hour hearing by directors of the Sacramento Municipal Utility District, which operates the plant outside Sacramento. The plant has been idled by equipment malfunctions, operator errors and other problems since Dec. 26, 1985.

The five SMUD directors are scheduled to decide on the closure proposal in early March. Ratepayers are scheduled to vote on the issue in the June 7 primary election.
