Will attend a California Agricultural Council luncheon at the Irvine Mariott Hotel on Tuesday. Assembly Floor Action:

Delta Levees: Passed and returned to the Senate for concurrence in amendments on a 67-2 vote a bill (SB 34) by Sen. Daniel E. Boatwright (D-Concord) to spend $120 million over the next 10 years to maintain and improve Sacramento-San Joaquin Delta levees. Another $50 million would be spent to improve water quality, fisheries and wildlife in the Delta, San Francisco Bay, Suisun Marsh, and the Salton Sea and its tributaries.

Computers: Passed and sent to the Senate on a 57-3 vote a constitutional amendment (ACA 36) by Assemblywoman Gwen Moore (D-Los Angeles) to guarantee the right to electronic communications and protect personal information stored in computers from illegal search and seizures.

Exhibit: Passed and sent to the governor on a 55-13 vote a bill (AB 2350) by Assemblywoman Lucy Killea (D-San Diego) to appropriate $200,000 to complete the California exhibit at the 1988 World Exposition in Brisbane, Australia. A $700,000 sum previously was spent on the project. Senate Floor Action:

Atom Smasher: Passed and sent to the governor on a 39-0 vote a bill (SB 81) by Sen. John Garamendi (D-Walnut Grove) to remove from the June primary election ballot a proposed $560-million bond issue to purchase a site and make improvements for a proposed $4.4-billion federal atom smasher. California was eliminated from the bidding for the project. Bill Introductions:

Trains: SB 1940 by Sen. Dan McCorquodale (D-San Jose) would increase monetary penalties against trains that block intersections longer than ten minutes. The current maximum $1,000 fine would increase to $5,000 for a first offense conviction, $10,000 for a second offense conviction, and $15,000 for a third offense conviction within one year.
