Local News in Brief : Slum Landlord Convicted

The owner of a 60-unit Highland Park apartment building pleaded no contest to maintaining slum conditions there and was ordered to pay $11,044 in fines, restitution and charitable donations.

Terrence Chin, 63, of Northridge, was also placed on two years’ informal probation after pleading no contest to 10 code violations--including rat and cockroach infestation, defective wiring, inoperable fire extinguishers and defective plumbing--at the four-story Monte Vista Arms Apartments.

As part of the sentence, Municipal Court Commissioner Barry Kohn ordered Chin to make $5,000 in charitable contributions, including $2,500 to the Downtown Women’s Center, which operates a shelter for homeless women, and $2,500 to the Chrysalis Center, which provides employment assistance to the homeless.
