Democrats Gary Hart and Paul Simon have been declared ineligible for additional public campaign funding, the Federal Election Commission announced Thursday.

Rep. Jack Kemp (R-N. Y.), who ended his presidential bid Thursday, also was ruled ineligible, FEC spokesman Fred Eiland said. “The law says a candidate who fails to get at least 10% of his party’s vote in two consecutive primaries loses eligibility” for federal funds, Eiland said.
