Sudan’s head of state, Ahmed Mirghani, flew to Libya carrying what he called a comprehensive plan to improve relations between Egypt and Libya, enemies for more than a decade. Sudanese newspapers quoted Mirghani as saying he discussed the plan with President Hosni Mubarak during the Egyptian leader’s recent one-day visit to Khartoum. Mirghani will reportedly propose to Libyan leader Moammar Kadafi that both countries halt media attacks on each other, refrain from meddling in the other’s affairs and pull back troops from border areas. A later phase of the plan reportedly provides for restoration of diplomatic relations and a resumption of trade.
