The Justice Department charged a former Texas savings and loan executive with providing sexual payoffs to the institution’s officers and board members in a conspiracy to violate the federal bank and bribery statute. John Hill, former vice president of Vernon Savings & Loan Assn., arranged for paid female companionship for officers and directors at a three-day June, 1985, board meeting in Solana Beach, said a one-count felony information. The Justice Department said Hill had agreed to plead guilty.
