Mission Viejo, the 21-year-old planned community of 64,000, officially becomes Orange County’s 27th city Thursday. The community in the southern part of the county voted for incorporation by a 57%-43% margin in November’s election. Voters also chose a five-member City Council in the election; the first formal meeting is April 4.
