With the April 19 New York primary less than a month away, a poll published Sunday suggested that Massachusetts Gov. Michael S. Dukakis and Vice President George Bush were the clear favorites among Democratic and Republican voters across the state.

The Daily News poll had Dukakis favored by 45% of the Democrats surveyed. His closest rival was the Rev. Jesse Jackson, preferred by 29%.

Missouri Rep. Richard A. Gephardt drew 6%, and Illinois Sen. Paul Simon and Tennessee Sen. Albert Gore Jr. got 5% each.

On the Republican side, the tally was: Bush 68%, Kansas Sen. Bob Dole 23% and former religious broadcaster Pat Robertson 4%.

Although Dukakis was strongly favored by the Democrats polled, it was still clear that New York Democrats would like to see New York Gov. Mario M. Cuomo in the race.

When those surveyed were asked about a presidential race that included Cuomo, the support for Dukakis sharply diminished. Cuomo was favored by 59% and Dukakis dropped to third place with 13%. Jackson was still in second place among New York Democrats but his support dropped to 16%.
