U.S. Defense Secretary Frank C. Carlucci began a 2-day visit to India that will include talks with Prime Minister Rajiv Gandhi on a Soviet pullout from Afghanistan, nuclear arms in South Asia and India’s desire to purchase American military technology. Carlucci arrived from Morocco aboard a U.S. government plane at a heavily guarded section of Indira Gandhi Airport. A U.S. official said Carlucci’s visit was prompted by a need to discuss shifting relations in the region amid the anticipated withdrawal from Afghanistan of 115,000 Soviet troops supporting the Kabul government and an end to U.S. aid to Afghan rebels. Carlucci departs for Pakistan on Wednesday.
