Incendiary devices set off small fires in two of London’s best-known department stores before the stores opened, police and company officials said. The fires at Harrods and Selfridges in London’s West End caused minor damage and no injuries, officials said. Another device was found earlier in Debenhams, a store previously targeted by animal rights activists for selling fur coats. Scotland Yard said a single group is believed responsible for the devices.
