William T. Seitz has been named president and chief operating officer of Ticor Title Insurance Co. of California and its subsidiary, Ticor Title Insurance Co., headquartered in Los Angeles. Seitz succeeds Gerald L. Ippel, who was named vice chairman. Seitz previously was president of the company’s eastern division.
